Would cap and trade only be an American only requirement? No, it is an international movement. It would not unfairly impact COP. The only thing COP is doing is to get into the formation of policy and requirements, likely giving it an advantage on competitors, like in their bringing low sulfur diesel on line years before it was required. The lions share of these caps should be directed at the worldwide coal industry,which is vastly more polluting than oil or natural gas. COP is well positioned in natural gas in North America, natural gas will have less of a cap than heavy oils, giving COP another advantage. Whatever caps there are will be across the board probably internationally, so the net effect on one oil company over the other is almost meaningless, it will all ultimately get passed on to the consumer.
