Why isn't the stock going up?  Isn't May's housing start data positive?

I think there are concerns that any housing market recovery has been
stalled out by the recent increase in mortgage rates. I am waiting for
a little bit better yield to tide my over while waiting for a housing
recover, i.e. on my watch list but not in my portfolio.

HD is close to a 4% yield, it almost makes sense to buy some here,
earn the dividend and wait for a housing market recovery. HD yields 4%
at $22 a share. I have been watching this stock forever and it just
never gets any traction.
