  Buy low P/E companies with high return on equity, and ideally low &lt;br&gt; price/book, that would be my advice. Of course P/E at these troubled &lt;br&gt; economic times is difficult to measure properly, so I believe it makes &lt;br&gt; some sense to look at P/E based on pre-september 2008 earnings. An &lt;br&gt; example of a company meeting all these criteria are GLW.
