I'm new to investing...what does the Option Agreement mean exactly? Is
it good news or bad news for the stock?

It is about allowing NTTCom to buy the Telcom business section of
ATS.
Details can be found in SEC files and previous posting.

I don't believe that answers the question.  I checked out the link you
referenced and it is still puzzling what exactly is going on. Can you
break it down for some of us.  That would be great -  thanks

Also found this link which helps explain to anyone who has stocks tied
to China why their stock was up or down for a particular day

Here is the abstract of the contract.
"The Company announced that Skywork, a wholly-owned subsidiary of the
Company, and SingaSat, the joint venture partner of APT Telecom,
entered into the Option Agreement with the Licensee on 2 October 2007
pursuant to which an option is granted with option expiry date on 31
December 2008 whereby SingaSat and Skywork shall grant a call option
to the Licensee to purchase from them all the equity interests in APT
Telecom ,and a right of first refusal in respect of any offer to
purchase equity interests in APT Telecom is granted to the Licensee
during the period from 1 January 2009 to 31 December 2010 in respect
of offers made by parties."

Full documentation is available at http://www.secinfo.com/d12Um2.u1K5.htm

Back Ground:
APT Satellite has two major business segments: broadcasting (42% in
2005) and TeleCom (50% in 2005). (www.apstar.com/apt_investor)
The TeleCom business is running by APT Telecom.

APT Telecom is a joint venture of Skywork (55%) and SingaSat (45%).
It
contributes to roughly 45% of APT Satellite revenue but not
profitable.

Conclusion.
The contract mentioned above really means NTTCOM can purchase 100%
shares of APT Telecom
from Skywork and SingaSat.

If NTTCOM purchases the stocks, what effect can we expect to see that
have on the share price of ATS?

Personally, I think it will be positive news if the purchase happens.
However, the posting is not convincing actions on either side. Make
your own judgement.
