Something to be worried about?  You tell me.  Be sure to check out the
list of links at the bottom of that article that go to the eBay
forums.  This isn't one or two or several sellers, it's a lot.  And
the posters reporting this on eBay's forums keeps growing.

Also, a lot of the sellers who got the boot were pretty good sellers
with 99%+ feedback.

Suspensions are based upon recent activity (a seller with 99% overall
feedback, but 75% feedback within the last 90 days could get
targeted). They found that most of the buyer fraud claims and bad
experiences came from the bottom 1-2% of sellers, so they're
suspending/restricting them until they get their act together. This
isn't anything terribly new, and will definitely help cut down on
fraud. They don't need to have anything specific in the user agreement
because they can suspend you at anytime, for any reason.

"Without limiting other remedies, we may limit, suspend, or terminate
our service and user accounts, prohibit access to our website, delay
or remove hosted content, and take technical and legal steps to keep
users off the Sites if we think that they are creating problems,
possible legal liabilities, or acting inconsistently with the letter
or spirit of our policies."

As far as the plot that is mentioned in your post, PayPal chargebacks
do not count as seller complaints. If you file an INR/SNAD, the seller
would be able to prove that the item was shipped. So it wouldn't work.

Tell me exactly how it will cut down on fraud.

The scammers will just get new accounts and mass list more fraudulent
items.  This is a PR move at best.  A seller who upsets a few buyers
is not necessarily a scammer.

With the recent addition of filters that delay listings from being
posted to the site, you rarely ever see typical fraudulent listings of
high-priced goods (jewelry, handbags, etc.) by new "scam" accounts or
Account Takeovers. A majority of fraud on the site now is by
established sellers and eBay is taking care of it by doing this. Some
good sellers may surely get caught up in this, but thats why there's
an appeal process that allows sellers to get reinstated if they go
back and resolve the issues on their account.

You've got to be kidding.  I along with www.ebaymotorssucks.com, and
Giovanni666 have shown definitive proof that the filters do not work.

We have shown that there are scam listings that appear on eBay within
a minute of listing by a scammer using a hijacked account.  Check out
some of the cappnonymous videos on YouTube.  They show even after the
"filters" went into effect (many doubt they even exist) there are scam
listings showing on the site within minutes.

An appeal process does not bring back the seller's bids or the
seller's reputation, nor does it account for any revenue lost during
the outage period.....which in some cases could amount to tens of
thousands of dollars, or more.  Also the seller is then responsible
for relisting all items that were removed, which could mean thousands
or tens of thousands of items.

eBay has chosen this method of "cleaning" up the site, yet totally has
ignored simple steps that could be taken to prevent outright fraud
(such as the removal of the s.gif, disallowing redirect code,
disallowing overlay code, and requiring account changes be verified).

That site does not work. Regardless, eBay Motors I THINK just recently
started using filters, so I'm not sure how effective its been or what
it's targeting. The core site does for a lot of categories and it has
worked wonders. You used to be able to find fraudulent Louis Vuitton/
Gucci purses all over the place...now try to find me one.

If a mistake was made on the suspension, an e-mail is sent to every
bidder saying that the items were ended in error. Obviously, this is
really rare. Suspensions are based upon fraud claims, buyer
complaints, and feedback (minus the new star rating system), so there
really isn't much debate over restrictions/suspensions. If a seller
gets suspended, you can't really argue that those last 20 negative
feedback you got were a mistake and you won't do it again.

In fact, the most common reason you hear for people suspended under
this program is that one of their employees messed everything up. It's
your responsibility as a business to hire the right people to prevent
issues like this, especially when your business is being run in
conjunction with another business. What people forget to understand is
that eBay is like a big mall. Malls want people to come to their
stores, but if one or mote of the stores is giving them a bad image by
committing fraud, they're not going to hesitate kicking them out. eBay
is a business too, and they're going to do what it takes to make money
and survive just like you are. And if they feel like getting rid of
you is going to improve their business, then they're going to do it.
You can blame eBay all you want for being heartless, but when it comes
down to it, you would do the same if you were running a business an
employee was losing you money.

Most of what you mention here results in phishing, and is a completely
different discussion than what the original post is mentioning. A lot
of this is being caught in the same filters, and there's a lot less of
it on the site than there used to be. I'm sure there's still
categories and areas of the site that don't have the filters yet, but
I'm sure its being worked on.

That site works fine.

You can find all sorts of fake items on eBay.  Check the purses board.

The problem is that this new policy is subjective.  The punishment
also does not fit having poor customer service.  eBay has a very low
CS rating, and yet management feels it can mandate a certain level of
CS from members?  That's ridiculous.

If eBay was handing out 14 day suspensions for being a poor seller, I
could understand that, if they announced it and let users know exactly
why.  Oh, and make the suspension a listing block, ending items is not
only hurting sellers, but it will cost eBay revenue as well.

The statement is false. Anyone with even a little bit of insider
information knows who is actually buying the stock. If you call people
affiliated with Meg the "market" then you will be in for a surprise.
What they are doing is driving stock prices up as a method of
deception. Once the market buys into the story, they will sell the
stock, and the stock will be lower than ever before.
