All of it in stock options with an excercise date starting in 2011. If
the stock soars they make a killing.  if the stock tanks they can feel
my pain.

Problem with that is the executives are free to NOT work for you. If
someone else offers them a NON-performance based contract, they are
free to go there. You would have to make your options package VERY
lucrative...especially for the type of proven executive you would want
to hire. Also...look at guys like Jack Welch who did exactly that and
made TONS of money for their company and had a package negotiated
based on all that...when it came time to cash out...he was VILLIFIED
and derided and eventually SHAMED into not taking the money.

Or a more topical situation like the 100 million dollar performance
based guy at Citigroup...people driving by execs houses and picketing
them...

I think a company like C needs executives that believe in themselves
enough to take the risk. Why hire an executive to make C profitable
when the executive is not willing to put his rewards on the line?
Agree that what happened to Welch is a pity but that did not happen in
a vacum. Tons of executives where getting huge bonuses when they had
driven their companies (and the economy) into the ground. If mosts of
these executives (instead of a few) where held accountable for their
performance I don't think the public would be picketing their houses.
