I didnt understand something about CITI's TARP payback. USG got
preferred stocks for the bailout (which got converted to common
stock). Does it mean that the TARP is actually paid back (the
government is free to sell), The stock has already been diluted. I

How much will this dilute the PPS? Does it make sense to HOLD if the
shares are going to drop so much, even if there is a gigantic rebound
