The PCS 1450 is going to drive up their stock price? I'd say that is
highly unlikely, the handset market is highly competitive and
UTStarcom is a tiny player. UTStarcom handsets are not popular and are
typically regarded as the most bare bones models where competition is
high and profit margins are low. The PCS 1450 is merely an upgrade to
the PCS 1400, this is not the next RAZR nor is it the next Nokia S40,
it is just a blip on the radar.

I hope you sold.  People that don't do research and wait for the news
to be brought to them, deserve to miss out.

Ok...  I have one....

Take a look around.  Notice how all analysts are saying "sell", yet
their numbers only show 2006.  Yet last week, they were showing 2007.
I've seen news releases pop up and disapear within 30 minutes.

THAT is what made me go diggin' on the internet.  That link I posted,
I stumbled onto it by accident.  I didn't even know they were at
Digital Life Sept. 27-30th, AND in the celbrity lounge.  Where's
NOKIA?  In a booth!

UTStarcom has found a nitch.  Their competitors are overpriced, and
always have problems.  Should I do a refresher course on the first
razors?  They crashed more than Windows 95!  A cell phone that
crashes....  Come on now!

They have the IP roll out, they develop new technology all of the
time.  So when R&D expenses go up, people sell the stock and panic.

Look at the Historical Details...  Notice the "whales"?  See what
happens when they test the greed/variance?  People freak.

Next Week projections:  Friday I was able to up after market bidding
to 9.59.  I'm guessing next week it will either go down, or sky
rocket.  95% Inst. Own.  So we are swimming with Big fish that know
what they're doing.

I'm holding because if it's not next week, it will be the week after
that.  It will jump by dollars per day, everyone will panic and buy.
The big guys will start selling, because of the scaredy cats, then
they will stop suppressing the news, and BA
M!  Too late, stock will be up to 9-11, then drop, then go back up
right before the Financial statements are released.

Man, I sound like I work for UTStarcom :)  After I graduate with an
ECE, Telecommunication Core, from A&M, I hope they are hiring!!!

One more, and then I have to finish my homework for class tomorrow.

It's a shame that IT companies are judged by their stock.  You have to
spend money one year, to make money for a few months. I've worked for
two Worldwide IT companies, undisclosed for stock purposes, and we
laughed when our stocks dropped, because 2 months later, skyrocket!

This is my first week of trading without my broker.  If I could afford
it, I would keep investing just to keep their stock up.  They have
good concepts, they are eager, and they have no fear.  Don't consumers
want competition?  I think 200+ dollars for a phone that breaks,
crashes, etc. is a rip off. No names mentioned: NOKIA/Samsung; woops
it slipped :)
Without competition, Nokia and samsung would be even more overpriced.

The only problem is the name.  But I thought about it.  Nokia,
Samsung, are just familiar names.  If we first heard of them, it would
sound stupid.

AND, Cricket is a catchy name for a phone company.  Did you notice
what market nitches they found?  Look at their site.  I'm used to
hearing 69.99 a month.  That worked 50 years ago.  Now when you hear a
price **.99, I think "what's the catch".  Not Cricket.  some of their
prices are $60 even.  Blue Collar workers, more likely to use a cell
phone paid out of pocket, have an affordable alternative.  Most Treos,
etc. are bought by large companies for employees.  When you buy in
bulk, you get them cheap.  But the plans are ridiculous.

Verizon, they actually made a phone that's simple for "elderly,
children, and the stupid people" who want EASE, not more functions.
Prime example, all of verizon's phones have had some funky button,
when accidentally hit, disables the thing.
One month ago, I went to Verizon Wireless, for my grandmother, and
actually asked "Do you have a simple phone, without all of the bells
and whistles, so it's easy to use"?  Their "simpleist phone", still
sucked!

UTStarcom won't turn anything down.  Look at Verso Technologies.  They
admitted that they actually shunned some possible revenue because they
only focused on big fish.  Problem is that when their product were
finally complete, big fish already bought from somebody else.

UTSI has a nich in everything involving Telecommunications.  They're
devices are attractive, and affordable. They will sell just as many,
if not more, than the competition.

If I'm wrong this year, I will admit it.  But, I will stand by my
prediction:  UTStarcom will be a household name just like Linksys,
Nokia, etc.  I wouldn't be suprised if they pass the 15 dollar mark in
6-7 months.

By the way, anyone ever bought a broadband card?  Most of Verizons,
and the one I'm using now (undisclosed) were made by them, OR, use
their technology.  Sprint is releasing a new one, so is Verizon.  All
made by UTSI.  Virgin Mobile, I never cared for that name (too
unprofessional), has the super slice for $49.  It looks sweet, even
though it doesn't have all the bells and whistles.  Want it to
whistle?  Then buy the competitors $200-400 phone.  The economy is
still in recovery.  People will sacrifice a few funtionality
differences for a $150-200 price difference.  PLUS, companies will add
this phone for free, or discounted, when you sign a 2yr contract.

They're targeting average people, and a few high tech devices.
Average people spend more.  Engineers, lawyers, doctors, etc., have
their phones through companies. The first cell phone I bought out of
pocket was last year, because I quit work to finish school.  I needed
functionality, pictures, video, etc.  I bouth the T809 because Razors
were crashing.  I have worked in IT for 9+ years, and I've never heard
of a cell phone that constantly "crashed"!  What a joke!

Remember what I said, when ya buy in bulk, you get it cheaper.  So the
competitors won't pull as much money as you think!
They want you to believe that, but take a visit to the cell providers
I just mentioned.  See the "packaged deals"?  Common, average day
people buy these.

I'm just an IT guy, so don't take my word for it!  Do some research,
you will be awed by their products A
ND prices!

P.S.  There pocket phones, and rugged phones are awesome.  I can't
wait to see what UTSI comes out with next.  I'm a broke college
student who invested my spare money, and I actually want to buy some
of their phones.  I was supposed to be "researching" and ended up
"window shopping". :)  And I'm a cheap bast**d :)

Maybe it's because I'm a tech guru that I am impressed with this
company.  Maybe it's because I'm going for ECE, Tel. Comm. Core, who
knows?

Lesson:
Research and look at what the whales were doing the last two months.
These Inst. are Mutual/Brokerage companies.  It's hard to make a quick
"buck", especially in a bidding war or greed/fear variance.  When you
invest in a mutal fund, this is where the money goes.  Buying power
for the big guys.  They can keep the stock from plummeting, as fast,
and they can control the prices even when news IS NOT supressed.  So,
people freak out and sell, check back two weeks later, and they kick
themselves.

This is Technology...  Companies MUST spend money to make money.  It's
shameful that they aren't considered a threat because Nokia's stock is
69-70.  Nokia has had some awesome products, but more bad than good.

UTSI is selling a treo/bb look alike but minus certain features.  What
does that mean? 2-300 bucks cheaper.  And I've worked for big
executives that can't check their own email, much less use all of the
features on the OLD blackberry.

Anyways, sorry for posting so much.  I'm still new at this, and I'm
disgusted with the fact that Tech. companies should even worry about
stock prices!  They should only worry about R&D, making things better,
cheaper, and readily available for us "common folk".  Hey, hey.  Isn't
that what UTSI has been doing?

Keep it up UTSI!!!

For the Inst. Own: 95%,
Drop the price down, freak these idiots into selling, and make that
money!  I have a feeling that if the Inst. weren't helping with the
prices, UTSI could have been in serious trouble, as far as stock
prices go.  Thank goodness for the "big fish".  They stabilze things,
and we don't even say "Thanks".  Instead we complain that we couldn't
make a "quick buck".

I just wish they would sell some preffered stock, so when I get my
bills paid this month, I can buy some.  Unfortunately, I have to ride
to the "high" to gain buying power, and to avoid a lecture from my
broker.  He believes Technology investing is like throwing your money
away.  Yea, as he checks his email on his PDA, complains about cell
phone prices, etc.

I hope UTSI reads this.  Even though I'm a "little fish", I hope they
find it refreshing that SOMEONE is impressed and has FAITH.  When I
save some money, in two years, I want to go to those conventions.  I
would be like a kid in a candy store!

To the un-believers, SELL and stay out of Technology stocks!  All you
do is mess up the prices, and affect the company.  They shouldn't even
care about their stock if they're doing what UTSI is doing!

Ok...  Homework time, or I won't be able to apply to UTSI in two
years :)   I hope they hire American Engineers.  I struggle with
English, my only language, so I doubt I can learn a foreign language.

I agree totally and here is my UTSI assessment and predictions.

Since I am a new buyer of UTSI and I believe in the news and messages
that I've heard in the past month, here is a summary of what I have
learned:  Please respond and add to anything that I have missed, so
Longs can have all the information for the upcoming two months when
specific events and milestones occur and provide buying
opportunities.  Help everyone with their due diligence and it may help
in providing a summary of the information that can be verified
elsewhere.  Here is the staring point for this topic:

-Expect restatement of UTSI's annual and quarterly financial
statements for the years 2000 through 2005, as well as quarterly
reports for the first two quarters of 2006.- This should occur by the
15th october by latest. On the 17 Sept the market liked this news and
the stock finished regular trading up 40 cents, or 14.9 percent, at
$3.09
--shorts have less than 10 days to complete the buying (Short Squeeze)
due to good news expected.
--Expected good news on China Division restatement and run up or run
back to previous levels of stock price.
--Expectation is that it will cover the freefall from the June levels
to the $5 range.  When, tech name UTStarcom of Alameda, Calif., fell
11.4% to $6.48 on news late Friday that Ying Wu, CEO of its Chinese
unit, had departed.
--Others expect it to cover the previous freefall to the Feb 2007
timeframe of $10 per share.
--Some seem to think that a minimum would be to cover the distance to
the Book Value of UTSI which is $7.52 per share which was last seen on
May 3, 2007.
-Then Nov 28, 2007 more favorable information is due in the form of a
-UTSI is in expanding markets of China and India and expect to profit
from being well positioned with good products.
-Recent release of the CDM8935, the 'Mini', with Cricket(R) seemed
like good news but did not move the stock price.
-33M share short with any good news should accelerate buying due to
short covering.
-I like the UTSI cash position of $5.44 per share or Cash after debt
of $2.00 a share.
-I like Revenue per share of $20.44.
-Motley Fool lists UTSI as one of the 7 Surprising 1-Star Stock that
their CAPS community like, having appreciated nearly 30% in the last
30 days.
-Since this past week the stock has gone down on low volume, means
that the Longs expect good news and are not selling, indicating the
expected good news could really hurt the shorts if there are no shares
available to cover their short position.
- September 18, 07- The company said in a conference call late Monday
it is working to reduce quarterly operating expenses by $10 million to
$15 million per quarter. It plans to outsource some operations, invest
in Internet-protocol research and development, and make other
changes.  Share holders again reacted as the shares finished up 36
cents to $3.45.
-UTSI has an unusual high call volume. Positive forecasting tool.
-UTSI has its 2007 Annual Meeting of Stockholders from on, November
29, 2007.  This will be the end of uncertainty and any bad news is
already cooked into the sub$4.00 share price.  Any good restructuring
news can be very positive for the stock price.
9/11/07- UTStarcom Inc. has signed a multiyear, multimillion-dollar
contract with Bell & Tell Pvt. Ltd. to provide bundled voice and data
services in Pakistan using UTStarcom's optical network and VoIP
technologies.  Shares jumped 4.8% to $2.83 from their lows at $2.69
signaling the reversal in the share price.
-UTSI has a good list of products and well positioned in expanding
markets.

-Shorts counter with:  This stock is overvalued and the company is
poorly managed.
        --With 33M shares shorted, this stock has a tough time moving up past
this resistance, without some major news release.
-Profit Margin=-19.67%, Operating Margin=-8.57%
-6/1/07- Telecoms equipment company UTStarcom Inc. said Friday that
Ying Wu, CEO of its operations in China, will quit.  Short sited this
as poor management and losing their strong position in China.
-9/17/07-by Russel Flannery- UTStarcom did well for a time. But from a
peak of $87.50 in March 2000 UTStarcom's shares today are worth below
$3, a fate worse than most international telecoms, and the company is
facing delisting for failing to make timely financial disclosures. At
a time when the business world is focused on China, UTStarcom is a
wake-up call to investors that overlooking fundamentals while being
seduced by its large market size can be costly.
-UTSI changed the date of its 2007 Annual Meeting of Stockholders from
Thursday, November 8, 2007 to Thursday, November 29, 2007.  Shorts
believe delay is due to accounting bad new.
-9/18/07- Banc of America Securities analyst Tim Long said the
conference call lacked the details he was looking for, and cut his
target price on the stock to $3 from $6.50.  He also said the
company's future performance is not easy to predict, and has a weak
position in most of its end markets. Long maintained a "Neutral"
rating on shares
-8/15/07- Telecommunications equipment company UTStarcom Inc. said
Wednesday it received a fourth warning from the Nasdaq Stock Market
that it could be delisted for failing to file required financial
reports.  Shares fell 5 cents to $2.70 on this news.

I personally am a recent buyer into UTSI with over twelve 5000 share
buys.  I believe that the expected good news can get though the
current short pressure into the $5.00 level based on the stock getting
to the $4.30 range in Mid Sept.  I consider this conservative; the
further upside potential is based on how dedicated the current stock
holders are.  Many of who have been holding since before $10 a share.
If they buy and average down and the expected good news brings in some
institutional buying, possibly due to the restatement or improved
financials then I believe the stock can go much higher

I believe the biggest short term milestone is for UTSI to restate the
financials so that the delisting threat is removed.  Then the
structuring of the company can also bring gains after the Wu
replacement is named.  Then UTSI needs to work on the debt and then I
believe the current revenues will take care of the share holders.

So, I personally plan to double my position before it breaks through
the $4.30 level from early this month and then after $5.00 a share,
management my account with tight stops.  I will then hope the above
mentioned events occur to take this stock higher.

Currently I am a strong buy, but I will keep a close watch on the
Conference calls, Restatement of Earnings and the Stockholder's
Meeting for information to change my position.

Longs what have I missed, please add to the positives that we can
expect for the next month.

Shorts I also request constructive dialog as to why you think this
stock can not reach $5.00 share or higher in the next month.  Specific
details or links only are appreciated.

The last two days increase in price and todays increase back to near
normal volume shows relative strenght of this stock especially since
the market was solidly down today.

I orginally got into UTSI by the BUY signal at about $2.72, from the
site below.  I bought in after this Buy signal at $3.07 and bought all
the way up until it was over $4.31.  Today with a strong up day
against the down market, this site will confirm another BUY signal.
(Currently a BUY-IF signal.  I expect with the restatement due by the
end of the month, that this time this stock will run to $5 to $5.50 a
share.  If the restatement is neutral to good news this stock has no
resistance until the $7-8 range.  I would not be short on this day or
be caught short if they annouce the restatement early.  The SHORTS
would get SLAUGHTERED!

This strong up day against a overall down market, shows relative
strenght in this stock.  I have bought 3 more times today.  I am
expecting the BUY signal at the COB and tomorrow should be a very good
day for the UTSI shareholders.

Go Longs!  This is a great buying opportunity.  Keep the volume high
and the shorts running for cover.

The news gets better, OK, I just checked and the Buy-IF Recommendation
from the UTSI performance that I provided earlier today.  I was right
the recommendation was confirmed with a BUY CONFIRMED assessment of

Confirms today's action and shows continued pressure on the shorts for
the opening tomorrow morning.  My prediction for tomorrow is 30 cent
increase and greater than average volume and interest/excitement
pickup as we get closer to the restatement of earning.  Watch out
shorts, the Volume and interest is picking up in UTSI.  Strong Buy.

services for the deployment of 2.8 million lines of DSLAM (Digital
Subscriber Line Access Multiplexer) in approximately 900 cities
throughout India.  BSNL will use the network to deliver real-time
applications and high-speed Internet, and to effectively handle ever-
increasing broadband subscriber traffic. The solution will enable BSNL
to offer new broadband-based, multi-play services such as IPTV, video
on demand (VoD), video multicast, VPN services, and high-speed
Internet services across the country. In addition, the solutions being
supplied by IBM and UTStarcom will provide the operator with network
flexibility, scalability for innovation and a rapid return on
investment.
"The robust SOA-based architecture that IBM will implement will help
BSNL meet the challenge of supporting a distributed OSS/BSS
environment," said Vivek Gupta, vice president of telecom, IBM India.
"IBM brings experience and expertise through its large resource base
in India and a proven credibility in our delivery model for telecom
operators. We are confident that this win will further strengthen our
presence in the fastest-growing telecom market in the world."
UTStarcom will serve as the turnkey provider for this deployment and
will maintain responsibility for the design, planning, deployment,
service roll out and maintenance of the network. IBM India will
leverage its best-of-breed solutions to provide the necessary IT
infrastructure for the network, including OSS/BSS (operations and
business support systems) components.
"The scale of this BSNL deployment required us to set forth stringent
criteria for our partner's technical and commercial eligibility. In
addition, we were looking for a partner that had the expertise and
experience and a proven track record for similar deployments," said
Vijay Yadav, Managing Director, UTStarcom. "We are excited and happy
to work with IBM on one of the largest networking projects in India."
IBM will implement an SOA architecture that will integrate the
components of BSNL's geographically dispersed operational support
systems. The solution will leverage IBM's Websphere Business
Integration Suite message broker as part of the SOA connectivity and
reuse strategy. The solution provides a Web-based portal that links
the critical tasks of service change and provisioning with back-end
systems, authenticating and collaborating when initiating the request.
It also enables robust integration with centralized Order Management
and Provisioning systems to allow for end-to- end business process
visibility.
With an estimated 20 million broadband subscribers by 2010, India
presents an enormous opportunity to offer the broadband services that
consumers are demanding. The Government of India has declared 2007 as
"The Broadband Year" and BSNL, being a government-owned corporation,
has embarked on a major expansion to meet this objective through these
initiatives.

This IBM release stated that the contract was signed back in March
2007, 7 months ago.  But it is nice to see positive confirmation and
impact to the stock price, from an independent sub-contractor like
IBM.

This will only strengthen UTSI's move up today and this month.  It
will also accelerate the volume increase needed to go back to previous
levels.  Again Shorts need to cover, as this is a sign of good things
to come in the next two months for UTSI.

Today's (10/3/07) gains on nearly average volume is again an improving
sign, especially in the last two day of the negative general market.
I look for UTSI to increase in volume in the next couple of days,
hopefully nearing the levels of late July and early August as the
stock sunk in the $2-$3 lows.  This volume increase and necessary
short covering will drive the price to the $5-$6 range prior to the
reinstatement of earning at the end of the month.  Sooner if the
shorts get scared.  Another note is the if the market turns up that
may increase the rate of stock price appreciation beyond the current
25 cent days.  The news today from IBM is just one of the first good
news storys that this stock has to tell in the next two months.

The after market UTSI price is up another 4 cents just like yesterday,
so hopefully another gap open at the open.

I invite the observations  and tech analysis of others.  I do enjoy
this UTSI Board.
