The government regulates the prices of petroleum products but not
crude prices so it'll have little effect to CNOOC. Though the government do impose havey taxes on excessive profit margin so the profits could be marginalised on that front but by no way they are making losses. As the oil market slowly deregulated in China CNOOC's potential will be more apparent. Only a wolrd recession which curbs the demand of oil will stop it now.
