Subject: Sir John Vickers's UK Commission on Banking
Sir John Vickers, who chairs the UK Commission on Banking, indicated
British banking need be "overhauled"; in particular, to "ring-fence"
the casino part of banking. The topic is better explained in the

This "ring-fencing" is a concern for banks such as BARC and RBS but
not quite so for LLOY; still, the concern I have for LLOY is that this
same Sir John Vickers indicated last year Lloyds' takeover of HBOS was
a "mistake":

I don't think LLOY will be divided while the UK tax payers remain
invested in LLOY, yet I'd be concerned if the Commission's chairman
were to recommend eventual division of LLOY, especially before Feb 25.
