contracts and then sell under cost. Just like STP, some STP holders buy on hope, and have to dump at loss

A simple person that now want to build his new home...off course he should put on his roof all polichristaline wafers for the solar energy. After 6 years with the incentives from the state he should be also "probably " capable to resell part of his energy so produced to the Electrical company .
