Subject: RIF/Layoff improve earnings?
They did a fairly big overhead personnel RIF (couple hundred people in
overhead positions) to curb expenses.  Any predictions on earnings?  I
think they should be pretty good this quarter.

This was a great investment...at 15.13 when I bought it! its very
volitile! I served a guy who worked with this company who came into my
hotel. Really great guy, he and his friend were former special forces.
Both have been to afgan and Iraq and had the pictures  and stories to
prove it. I was very iffy on the war before I met these guys! These
guys do protection, training and disposing of munitions in both
countries. With the Blackwater scandal they've gotten more business
from the government. Who knows whats in the New spending bills for
this company! Needless to say these guys are hero's (in my book) They
do some good stuff. This is a good investment once it drops under 20.
Once the war is over, This companies services will be needed
everywhere! and the government should pay them for it. I made my
money! got out when it was $23 just waiting for one day when its under
20...to make more!!!!

Subject: DCP is breaking out over the 50 day moving average and is near a breakout to..
....a new 52-week high. This is a very nice chart and after making a
very long base it is breaking out. Since the IPO the stock has moved
up without spending any time below the 200 day moving average making
it a very strong stock. If you decide to go long this stock make sure
you have a hard cut loss with a close below the 50 day moving average.
Either the stock goes up immediately and continues in its trend or you
need to cut the loss and move on to another money maker. The only
thing that would make me like the chart more would be if the RS line
was hitting a new high before the price.

Subject: GLS Contract
The linguist contract is currently up for Rebid. It's not clear who
will win between GLS and LLL. The Army would be crazy to give such a
large operation to GLS. It doesnt make sense to award a multi-billion
dollar contract for 5 years when there's a possibility of us pulling
out. It makes more financial sense to keep awarding extensions to LLL
and perpetuating the bidding war that has happened for the last 3
years. There's less commitment. However, there has been a trend in
smaller companies being awarded Govt contracts particularly in the
linguistics arena.
Does anyone have opinions on this? Has DCP share price already gone
too far on this hope? Buy, Sell or Hold?

The Dems recent actions are actually really good for DCP.  Here are a
few points to consider:

1.  The 4.6B has already been allocated (can't be taken away).

2.  The Dems are blocking the funds required to send additional US
troops to Iraq, not for the translation effort

3.  Dems exit plan will include training more Iraqi police, and guess
who that means more money for?  DCP!

4.  There are more contracts to be awarded by the Army that DCP had a
good shot at winning

5.  Iraq's economy is starting to generate significant revenue and they
may be poised to offer it's own contracts (this is my own speculation).
 DCP already has deals with the  Royal Saudi Air Force and Kuwaiti Air
Force... why not the Iraqi Air Force or other military?  In addition to
the growing economy, Iraq has a number of loan offers from various
countries that it has not taken full advantage of yet.
