Dubai announced that it is unable to pay the 60 B loan, and is seeking
additional funds. The problem is that the invested amount of money is
probably at least ten times the amount of the loan. U.S. media is
certainly trying to spin it in the news. European banks have allso
invested large amounts of kapital to Dubai, for example, England. So
the events in Dubai should also have consequences for Europe, which
should strengthen the dollar against the euro, but do not forget the
large sums of kapital that also where invested to Dubai by U.S. That
should have a effect on the main indexes.

Another thing to wonder about is the amount of short interest funds at
funds zero income, which is worth about 4000B. Allso, the U.S.
financial sector regulations should be tightened, or controlled
better.

Interest rates are at zero or near zero in many countries, so the
systems do not stand another hit.

Poverty is not a sin and greed and selfishness is not limited to the
upper classes.  Vice and immoral behavior is not a politically correct
cause for poverty, especially when the rich have their own vices (in
the eyes of many of the "poor" in this country).    I've come to
believe that most of us have a level playing field in the US and would
be successful if we made the right choices.  Then again, some people
get a better start and have 'lucky' breaks, but who's to say their
'lucky' just because they have more money than most?  Wealth doesn't
equal happiness and poverty doesn't have to necessarily equate to
misery, lawlessness, or immorality.

The possible reasons for such suspension include the failure of
issuer, in a manner considered material, to comply with the Listing
Rules or its Listing Agreement. However, it is CLEARLY STATED in the
prospectus of ACHL that the stock was split on early November, and the
NAV was RMB3.73 thereafter. Therefore, I doubt HKEX had a valid ground
in suspending the trading of ACHL.

I hereby request the HKEX to clarify the following myths:

1.        If HKEX suspended the trading of ACHL based on the fact that
the information about ACHL it provided to the public might be
MISLEADING, HKEX should bear the full responsibility.

2.        If HKEX suspended the trading of ACHL based on the fact that
the issuer fails, in a manner considered material, to comply with the
Listing Rules or its Listing Agreement, a detailed examination of the
failure of issuer to comply with Listing Rules should be conducted.
The issuer should be held liable and legal actions should be taken if
necessary.

However, I do not eliminate the possibility of FRAUDULENT trading.
Having seen the NAV RMB37.3 provided by HKEX, one might have
DELIBERATELY tried to transact at $51.25, rendering a wrong signal to
the public that the ACHL was only trading at 2009 PB of 1.2X and PE of
8.5X. While TIANYI FRUIT (00756.HK) was trading at 2009 PE of 14X, the
price of ACHL at $51.25 would seem reasonable.

Finally, I am not asking for any monetary compensation but
justifications for the suspension of the trading of ACHL at 11:57 a.m.
on 26/11/2009. Certainly, an examination on whether there was
FRAUDULENT trading should also be conducted. And all transactions on
26/11/2009 should be cancelled if anyone is held liable, including the
HKEX and the ones who earned huge profits from FRAUDULENT trading.

For safeguarding the image of HK as a global financial centre, your
response and necessary actions are of great importance.

I would like to raise my suspicions on HKEX's actions on the incident
as follows :

1.        According to HKEX, the NAV of ACHL on 26/11/2009 was RMB37.3
as at 30/6/2009, an out-dated figure excluding the stock splitting
event in early November 2009. HKEX is to blame for providing such a
piece of misleading information.

2.       It was also a negligence of HKEX, which was insensitive to
the price fluctations. The trading of ACHL was suspended at about
11:57 a.m, a belated action after the suspicious transaction had taken
place for 2 hours! The closing price of ACHL on AIM on 25/11/2009 was
45.75 pence, which was equivalent to HKD5.89. If HKEX considered
maintaining the market order from the huge price volatility as one of
the reasons for suspending ACHL from trading, it should have done so
right after the first transaction of ACHL at $51.25!!

I am writing to complain about the serious fault by the HKEX for
providing misleading information on the NAV of Asian Citrus Holdings
Limited (00073.HK)(ACHL) on 26 Nov 2009, which utlimately led to a
spite of price volatility of ACHL and subsequently many investors
suffered huge losses.
